In July 2011 the State Supervisory Department for Telecommunications of the Republic of Belarus of Ministry of Communications and Informatization celebrated 15th anniversary of its activity. During one and a half of decade the Republican Unitary Enterprise “BelGIE” maintains not only high standards of working but forms new traditions of quality in such significant field for our state as supervision for telecommunications. The director of the Republican Unitary Enterprise on Supervision for Telecommunications “BelGIE” Sergey Bogdanov has told about the achievements of the enterprise for past period of time and also what factors are defining for successful development of the enterprise.

- Sergei Ivanovich, how did tasks changed, which should perform by State Supervisory Department for Telecommunications of the Republic of Belarus, in last 15 years?

The main tasks of our company are to provide the protection of radio spectrum, electromagnetic compatibility of radio electronic equipment, radio frequency monitoring, assignment of radio frequencies, radio frequency channels and solving other important problems aimed on the effective use of radio spectrum.

Once new tasks arise, the company is not standing still and always moving forward. We are constantly working to improve efficiency of hardware and software, automated processes of radio spectrum planning, technical supervision, radio monitoring, management of radio-control tools.

During all 15 years State Inspection on a high level has been solving the most critical and serious problems. It is not so long ago within the framework of State policies to improve the use of the national segment of the Internet as soon as possible RUE "BelGIE" has realized complicated investment project in registration of information networks, systems and resources.

- What has been achieved over this years?

15 years - is a long period of time. All that were reached by State Supervisory Department for Telecommunications of the Republic of Belarus – is the result of whole team work.

Defined achievements are:

In the period between 1996 and 2000 RUE "BelGIE" improved the frequency planning and electromagnetic compatibility of radio electronic equipment to users’ needs in the radio frequency spectrum. Modern methods of planning and assignment of radio frequencies for television and broadcasting, fixed and satellite communications, mobile radio services had been developed. The stationary and mobile devices of radio monitoring and control had been updated.

Crucial period in the activity of our enterprise in years 2007-2009 was in the construction and introduction into production processes of automated spectrum management system (ASMS). I am proud to say that our system is one of the best ones not only in Commonwealth of Independent States, but in the whole world.

In years 2009-2010 multi-service data network, which allowed ensure work of ASMS, electronic document management systems, videoconferencing, the organization a single point of access to the Internet, telephone and video telephony on IP-based business with all employees, regardless of their location, was launched.

It was hard work in the 2010 to create information portal and certification centre for the state registration of information networks, systems and resources of the national segment of the Internet, located in our country. It required a large concentration of effort and coordinated action of the whole team.

RUE "BelGIE" was the first company, which began to work with their clients in electronic form only using full electronic documents. We further intend to develop this activity and we are ready to offer our experience to other companies as a service.

I believe that the most important achievement of our company is quality execution of all assigned tasks.

In years 2000, 2001, 2004, 2005 and 2006 RUE "BelGIE" was awarded as "The Best Enterprise of the Ministry of Communications of the Republic of Belarus."

-In last year RUE “BelGIE” introduced an automated system for management of radio spectrum utilization. What way did work on this widescale innovative project realize?

The start point of the implementation of that project was the introduction of ASMS software such as ICS-Manager, ICS-Telecom, ICS-MapServer during April to June 2007. The upgrading of fixed monitoring station of the Centre of Radio Monitoring has been carried out, the fixed monitoring stations have been built in regional centres, construction of the unmanned sites has been accomplished.

In October 2010 the works on upgrading of measuring bearing aerial-feeder system, remote controlled rotary devices and specified software for measurements and technical analysis of radio signals in the 100 kHz – 6 GHz range were completed in the Centre of Radio Monitoring in Priluki of Minsk region.

A mobile measuring bearing station of monitoring equipped with up-to-date facilities has been also put into use. These arrangements allowed to widen frequency range for monitoring up to 40 GHz, optimize electric supply, provide the measurements of the parameters of GSM-900/1800, Wi-Fi, WiMAX, UMTS and analogue and digital broadcasting signals and also LTE systems in future.

Recently the upgrading of existing automated complexes TS9955 for testing and measurement of parameters of radio electronic devices and mobile networks. This gave the possibility to perform the control for speech quality, provided by mobile operators, receive and display data of mobile networks coverage measurements.

Created in 2009-2010 multiservice data transfer network of enterprise guaranteed proper operation of ASMS.

Introduction of ASMS has allowed to automate working processes on radio spectrum planning, technical supervision, monitoring, management of monitoring facilities, receiving of information about spectrum occupancy, significantly reduce working expenditures, increase monitoring area up to 30% of territory of country and number of radio electronic facilities up to 64,7%, covered by monitoring system, frequency range of monitored radio equipment up to 6 GHz from fixed stations.

-To keep abreast of the need to pay great attention to modernization of equipment and facilities. Whether the available technical base assigned on RUE BelGiE" allows to cope with problems successfully?

Telecommunications technologies are developing rapidly, so the company always seriously works on the technical equipment and modernization of the modern facilities of measurement, monitoring and analysis of radio signals, automate working places. The out-of-date equipment had been replaced, spectrum analyzers and scanning receivers, direction finders, program complexes for detecting of IP-telephony, satellite navigation, which are not having analogues in the Republic of Belarus, have been got. The Test laboratory which is the simple one in our country and accredited to perform work on the measurement of levels of industrial interference had been established.

Trouble-free operation of the modern equipment is impossible without trained and qualified personnel. I, as an employer, pay serious attention to solve the questions of improvement of professional skill of company team.

The set of the modern equipment and qualified staff allow to solve effectively the tasks assigned to the enterprise and confidently to look ahead.

-Your specialists are the best experts in the field of usage and international legal protection of frequencies. Tell in detail about cooperation with other countries in this field.

As regarding the State Supervisory Department for Telecommunications of the Republic of Belarus, cooperation with other countries, particularly with telecommunications administrations and organizations of other countries and also with international and regional telecommunication organizations is in providing of international legal protection of frequency assignments of the terrestrial radio services of the Republic of Belarus and their international recognition. It is necessary in order to create favourable conditions for the development of perspective telecommunications systems and efficiently utilize radio frequency spectrum which is a scarce resource.

International legal protection covers a set of measures such as international frequency assignments coordination, their notification in ITU BR and registration in Master Register. The specialists of radio frequency departments of our enterprise perform tasks in frequency assignments coordination of terrestrial radio services with administrations of neighbouring countries in interests of telecommunications operators of the Republic of Belarus. Our experts in the delegation of the Telecommunications Administration of the Republic of Belarus take part in the bilateral and multilateral meetings with the experts of other administrations where they protect interests of radio spectrum users of the Republic of Belarus.

Our enterprise also cooperates with ITU BR in notification and registration of the frequency assignments of terrestrial radio services of the Republic of Belarus in order to seek their international recognition.

In 2007 the representatives of RUE “BelGIE” in the delegation of the Telecommunications Administration of the Republic of Belarus participated in the work of World Radio Conference where they successfully protected interests of telecommunication branch of our country.

Currently our specialists are participating in the activity of Working Party, which has been created under Ministry of Communications and Informatization, and preparing to coming World Radio Conference in the beginning of 2012.

-How do you build work of your enterprise in current difficult conditions?

In August of this year we in RUE “BelGIE” have summarized results of our activity for the first half of current year. I can state that all forecast parameters of social-economic development of our enterprise and business-plans have been successfully fulfilled.

Further we are intended to make maximal efforts in order to not only maintain the rate of development but increase them.

-Development of which activities, in your opinion, are the most perspective ones for the RUE "BelGIE"?

Now the most perspective activities are шт areas related to the introduction of new telecommunications technologies, namely, the introduction of cellular mobile telecommunications of 4G (LTE), fixed broadband access networks, the transition to digital television broadcasting, providing digital terrestrial broadcasting.

Also very important trend is the transition to universal service in electronic form using digital signature.

-Achievements of the enterprise is really impressive. Obviously, the "BelGIE" has closely-knit and professional team, haven’t it?

The team is my pride. I think that one of the greatest assets of the company is the atmosphere that developed in the team which has passed us by older generation. The introduction of information technologies and the availability of high quality human resources are the key factors in the growth and success. These factors provide development, creativity and innovation. Efficient operation of all departments of our enterprise allows to achieve maximal results.
