The administrative procedure is understood as the action of the state body made according to the competence defined by the legislation on the basis of the statement of the citizen, on an establishment (to granting, the certificate, acknowledgement, registration, maintenance), to change, stay, preservation, transition or the termination of the rights and (or) duties of the citizen, including coming to an end with delivery of the inquiry or other document (by its coordination, the statement), either registration or the account of the citizen, its property, or granting to the citizen of money resources, other property and (or) services.
